The work of architect Carlos Z. Flores is the most important example of Neoclassical architecture in the city. The restoration and recovery project had two stages; the first one was the restoration of the Municipal Palace in which the additions of the building were eliminated, the original color and material were recovered with lime and natural pigments in the facade and the polychrome murals in the interior, the restoration of all the wooden doors and windows, the wrought iron railings, the original clock of the facade was restored and a vertical circulation structure of steel and removable glass was placed. The second stage corresponds to the recovery of the Heroes Park, which was transformed into a public space with the design of the original unfinished floor plan of the Palace, including a water mirror where the original courtyard was located, which is emptied for events and concerts. This space makes reference to Thomas More's Utopia, the Fogótico River and the Yellow River between which the city of SCLC was founded.
